Description
Congress today formally declared war to exist between the United States and Spain; the Senate passed the naval appropriation bill, carrying large amounts of money for improvements of the sea fighting arm of the service; the Hull army reorganization bill was passed by the Senate and goes to the President; Secretary Sherman resigned and is suceeded by Judge Day, and the latter by John B. Moore of New York, an acknowledge authority on international law, and the War Department called on the several States for their quotas to the volunteer army of the United States.
