Sir:
I desire to reccomend to your favorable consideration Captain J. B. Bellinger, Quartermaster's Department, for appointment to a higher grade as Depot Quartermaster. Captian Bellinger is one of the most energetic and competent officers I have met in the Quartermaster's Department: His management of the depot at Tampa, taking it as he did in the midst of its confusion, has been remarkable.
His appointment will be of great advantage to the service and I reccomend him most ernestly to the favorable consideration of the Honorable Secretary of War.
